The Mobility In Logroño, Do More With Less

On a couple of occasions I’ve published stands in the newspaper La Rioja on mobility in Logroño, city in which I live. This Tribune was published on August 28, 2014.

Mobility in Logroño: doing more with less

Logroño is a city with few different levels, reduced extension and a benign climate than invites you to move on foot or by bike. Of Haro to the DC Berceo just there are 6 kilometres, a tour that can make is to foot in little more than one hour and in bike in less than 20 minutes. Most displacements can be walking in half an hour.

El Plan de Infraestructuras (PI) 2013-2025 city, heir to the Plan of road infrastructures (PIVL), offers 24 works, with a budget of almost 59 million euro, of which 9 are new gazebos or access, 9 new roads or streets and 5 new footbridges to save the Ebro or different ways of large capacity. The idea main of the Plan of infrastructure seems to be increase the capacity of our streets of transport more and more vehicles, with the expectation of improve the fluidity of the traffic rolled. PI does not provide figures for the use of the current tracks with no indicator: indicates that the traffic is “very dense at peak times” but not provide measurable data (intensity media traffic, number of vehicles per hour or day…), by what we do not know the real magnitude of the problem of trafficking, if any.

Very few of the works of the PI are intended for pedestrian use, and when they do it is almost always to save vials. Worse still, absolutely none speaks of bike lanes or measures bicycles share the road with other vehicles with safety. To the contrary, if these works is running, the result expected is that is more simple use the car’s form massive in Logroño and is can do to greater speed, what not is good news.

In psychology of the transport concept is known for decades of induced demand: if you build more infrastructure to facilitate the use of the private car, people more used to it. And if the use of the car, in the medium term is growing again to suffer traffic jams and need new expansions increasingly more expensive, both in capacity and width of the roads and car parks. The message that is transmitted to the citizen is that is practical and comfortable take the car, and you are inviting to it follow using each time more. would want that is increase the use of the car in our city? It make sense spending money on infrastructure that in the medium term will also call more and more extensions?

It’s time to do more with less, and do it in another way: Let’s change our behaviour, encourage walking, that because we do it very well, and we encourage the use of the bike, which has a huge potential in Logroño and is comfortable, fast and safe transport.

Back to the PMUS, approved in November 2013. Do not need to have large spending on infrastructure to improve mobility in Logroño: we have to open your eyes to our citizens and influence their behavior. what can do the City Council to combat the double row and encourage the use of bike? The tools already them has. You dare to use them?
